Can I practice in NY state without a license?

I have a masters degree in education for counselors and would like to put to use my counseling skills. I work as a social worker and can't afford to pay to go back to school and become a licensed social worker or get a Phd. An MSW told me that it's ok to hang a shingle from my door and call myself a counselor and practice; I just can't bill the insurances. Is this factual? Can I practice in NY state without a license?
